Deqa Dhalac, MSW (she/her)

Co-Founder

Originally from Somalia, Deqa Dhalac migrated to the United States in 1992, initially settling in Atlanta, Georgia. After moving to Maine in 2005, Deqa engaged deeply in community-focused roles, particularly supporting immigrant and refugee populations. Her prior experience includes working with Gateway Community Services in Maine, the Maine Department of Education, the Center for Grieving Children, the Opportunity Alliance, and the City of Portland's Refugee Services Program and Minority Health Programs. Her passion for social justice and equity led her to various advocacy roles, including as treasurer for the Somali Community Center of Maine, president of the Maine Immigrant Rights Coalition, and board member of both the Friends School of Portland and the Maine Women’s Fund. Notably, Deqa made history as the first Somali-American to serve as Mayor of South Portland, and later continued her advocacy by serving in Maine’s House of Representatives.

As a co-founder at Cross Cultural Community Services (CCCS), Deqa Dhalac has been instrumental in shaping the organization's approach to community-centered programming. Deqa leverages her extensive experience in social work, community organizing, and public service to lead initiatives that promote social inclusion and equitable access to resources. Her expertise is vital in CCCS's strategic equity trainings, health equity programs, and broader efforts to dismantle systemic barriers affecting marginalized communities.
