Regina Phillips, DSW (she/her)

Co-Founder

Dr. Regina Phillips, a distinguished social work professional, has dedicated nearly two decades to addressing social inequities, community welfare, and systemic change. Before co-founding Cross Cultural Community Services, she held various positions in the City of Portland Social Services Division. For twelve years, she managed the Refugee Services Program, while for seven years, she led the Homeless Family Shelter Program. Additionally, she served as the Equity Resource Coordinator and Grants and Community Engagement Coordinator for the Westbrook School Department. Dr. Phillips’ expertise extended beyond her professional roles, as she also served as an adjunct professor at both the University of New England and the University of Southern Maine. As a committed community advocate, she held board positions with United Way of Greater Portland, Coastal Enterprises, Inc., and actively participated in the Juvenile Justice Advisory Committee and the Greater Portland NAACP, where she chaired the Education Committee. Dr. Phillips holds a Master of Social Work from the University of New England and a Doctor of Social Work from Tulane University.

Dr. Phillips, a ninth-generation Black Mainer, co-founded Cross Cultural Community Services (CCCS) in 2017. Her extensive experience and deep commitment to racial equity, social inclusion, and community advocacy have been instrumental in the organization’s success. Under her leadership, CCCS continues to lead efforts promoting equitable opportunities for historically marginalized communities. Dr. Phillips addresses health disparities and provides vital educational and advocacy services. Dr. Phillips emphasizes cultural competency, organizational development, and courageous community conversations, consistently positioning racism as a critical public health issue.
